There is yarn on both needles because she has already done some stitches. Yes, this is following directly after casting. She probably just went ahead a few lines because the first line is harder than the others. The number of times you have to do it depends on what you’re making. You need to go get some patterns and it will tell you how many stitches. If that piece isn’t connected to ball of yarn then you can cut it off. You don’t need it.
